[경제] Communal Housing Estates in Cameroon Experience Since 2004 and Public Recommendations

This note is part of a technical assistance provided to Cameroon in particular and other countries of the CEMAC Region in general on leveraging urban land for development, which aims to provide analysis and guidance to inform the efforts of the government of Cameroon to improve urban land delivery systems and land administration for shared prosperity. Under the technical leadership of the Ministry of Housing and Urban Development (MINHDU) and the Ministry of State Property, Survey, and Land Tenure (MINDCAF), the technical assistance builds on and complements previous initiatives on land financed by the World Bank and other development partners that included in-depth analyses of the legal framework for land in Cameroon for different sectors. In the context of an ongoing land reform process that the government has initiated over ten years ago, this technical assistance opted for a pragmatic approach focusing on specific practical issues related to land in urban and peri-urban areas. These issues were identified based on consultations with representatives of key government ministries and agencies, traditional authorities, civil society, academia and development partners during a scoping mission in November 2017. Four notes were produced aimed at improving the understanding of the most relevant areas of interest (both de jure and de facto) and providing recommendations to national and local stakeholders. These recommendations can inform the ongoing dialog on land reform and help identify practical actions and incentives to reduce bottlenecks for access to land in growing cities.
