Ratings for the Economic Management Strengthening Project for Ghana were as follows: outcome and Bank performance was satisfactory, and monitoring and evaluation (M and E) quality was substantial. Some lessons learned included: using readily available indicators, where possible, can reduce administrative costs and may be a more suitable option. The project was designed to, and successfully did complement the programmatic development policy operation (DPO) series. Inter-departmental collaboration is key to ensuring delivery of outcomes. The chain of command can be more efficient with fewer levels. Overlapping institutional and departmental mandates hindered effective project implementation. The project can have had more ambitious targets, especially after restructuring.
