Abstract

Conditions and Future Directions for the Development of Trilateral Security Cooperation among Korea, China, and Japan 

South Korea, China, and Japan have regularized summit and high-level officers’ meetings since late 1999. They announced the ‘Trilateral Cooperation Vision 2020’ in 2010 where they agreed to institutionalize trilateral partnership and enhance security cooperation, Nevertheless, many barriers imbedded in their relations, such as history issues and maritime disputes, have hampered the practical development of trilateral cooperation. Considering competitive relations between China and Japan, it is important for South Korea to take the initiative in facilitating trilateral cooperation. Also, there is a need to make concentrated efforts in areas where they can launch cooperation more easily such as management of maritime disputes, cooperation on non-traditional security threats and North Korea issues. In the longer term, it is important to utilize bilateral or trilateral socio-economic cooperation to catalyze trilateral security cooperation.
