The unprecedented COVID-19 pandemic has cast shadow over the manufacturing and sales of New Energy Vehicles (“NEVs”) in China. According to the Ministry of Industrial and Information Technology (“MIIT”), one of the major regulators for the manufacturing of NEVs in China, the first half of 2020 saw the sales of NEVs fell by 37.4% year on year to 393,000 units; and the production of NEVs fell by 36.5% in the same period. In response to the coronavirus and the changed macro market condition, the Chinese government has been quick to update its regulations and policies in relation to NEV.
